December 10th marks the tenth anniversary of Mohamed Harkat’s arrest under a security certificate. Mahjoub will be in court in Toronto for a detention review, once again calling on the judge to free him from over twelve years of arbitrary, indefinite detention. The date also falls just five days before the expected implementation of Bill C-31, which will allow for the automatic detention of groups refugees entering Canada. Above all, it is International Human Rights Day.

On this day, actions of solidarity will be happening from coast-to-coast.

Backgorund:


For over a decade now, Mohammad Mahjoub, Mohamed Harkat and Mahmoud Jaballah have lived in arbitrary and inhumane detention as a result of security certificates. Mahjoub was imprisoned for 8 years (including 2.5 years in solitary) and over 4.5 years under continuing house arrest and conditions; Harkat was imprisoned for 3.5 years (including 1 year in solitary) and 6.5 years under house arrest and conditions; Jaballah was imprisoned for over six years prison (including 1.5 years in solitary) and 5.5 years under continuing house arrest and conditions… yet, none of them has ever been charged.

Mahjoub , Harkat and Jaballah are three of the thousands of migrants in Canada who are detained because of their immigration status. Since the Harper government came in to power in 2006, over 72,000 people have been locked up in immigration detention. This includes families and children as well as those jailed in maximum security prisons without access to service or programs. With the full implementation of Bill C-31 in December, and with Bill C-43 looming in Parliament, increasing numbers of migrants will find themselves behind bars.

Last Monday the Conservative government passed Bill C-31, dubbed the Refugee Exclusion Act, which allows mandatory detention of refugee claimants, increased immigration enforcement, and creation of a discriminatory two-tier refugee determination process by giving the Minister of Citizenship and Immigration power to determine 'safe' countries of origin. They also recently introduced cuts to the Interim Federal Health Program (IFHP), which provided healthcare for refugees.These measures represent an intensified attack on migrants that will force more people into precarious immigration status without access to basic services.

Join No One Is Illegal-Halifax on World Refugee Day for a discussion on the impacts of
these policies on our communities. Speakers from the Halifax Refugee Clinic, the Atlantic Refugee and Immigrant Services Society (ARISS), No One Is Illegal--Halifax and more will explain the consequences of Bill C-31 and the cuts to the IFHP and brainstorm ways to fight back against regressive immigration policies.
